Port Orchard Parking Study

The City of Port Orchard has struggled with a lack of available parking for downtown merchants and businesses. The City's interest in expanding parking prompted it to hire Art Anderson Associates to conduct a comprehensive needs assessment and explore opportunities to add additional capacity in the downtown core.
Art Anderson Associates met with City personnel and local businesses to gather information and quantify the need. We compiled information on each downtown property and assembled its parking needs into a comprehensive inventory of available and needed parking.
This inventory formed the basis for the development of parking garage options. We developed 6 garage options within the downtown core, specifying the amount of new parking spaces for each. For each option, we developed preliminary designs and 3D renderings depicting the new garage. Each option included a description of its costs and benefits and also included a construction cost estimate.
We worked closely with City personnel, residents and local businesses to develop options that fit with the community's needs and character. Great care was taken to develop designs that were aesthetically-pleasing.
Recently, the City elected to move ahead with development of one of the options presented in the study. As such, we were tasked with additional analysis work on the site bound by Prospect, Kitsap and Sidney streets.
The scope of this additional assignment included meeting with city representatives and gathering data specific to the site. Based on site constraints, we developed and discussed preliminary options for the structure, including number of levels, internal/external vehicle and pedestrian ingress and egress, quantity of parking stalls, load and unload areas and pedestrian interface life/safety issues. We examined the appropriate structural system for the foundation, column spacing, shoring, floor-to-floor heights and a top deck concept that would support a library and plaza. We then prepared related concept sketches and developed a rough-order-magnitude concept design and construction cost estimate.
